The Ocean Springs School Board has the power, authority and duty to direct the Superintendent or his/her designee for the issuance of pay certificates for lawful purposes on any available funds of the district and to have full control of the receipt, distribution, allotment and disbursement of all funds provided for the support and operation of the schools of the Ocean Springs School District whether such funds be derived from state appropriations, local ad valorem tax collections, or otherwise. The School Board shall be authorized and empowered to promulgate rules and regulations that specify the types of claims and set limits of the dollar amount for payment of claims by the Superintendent or his/her designee to be ratified by the Board at the next regularly scheduled meeting after payment has been made. The Superintendent or his/her designee shall submit a docket of claims to the School Board at regular or special called meetings. The Board has the authority to accept or reject any claim made on district funds.

The school district employs a school business officer/administrator whose qualifications meet the criteria established by the Mississippi Department of Education and whose primary job responsibilities are conducting, supervising, and/or directing the financial affairs and operations of the school district.
